Since BSA doesn’t allow bend axels and we have to use original axel slots, how do I cant the wheels?

One way would be to just install the axles in a slightly "canted" position. If the axles fit snug in the slots you could get them where you want them for a bit of cant and then drop some form of glue in there such as epoxy to hold them in place. If they fit real snug, glue may not be nec but then if who ever is staging is not careful and they press the car down some without realizing what they are doing they could flatten the cant out. I have only done that once at our Awana races but I have always drilled our cars since as our rule set allows that.
There's probably a guru here that has addressed this issue in a much better fashion though.

If you have a way to drill the canted holes you can put them in right above the slot. I just drilled this hole using a Silver Bullet, the axle is in there nice and tight at the proper angle. A little glue in the slot and it would be good to go.

My Pack has a similar rule about using the pre-cut slots, but they allow us to fill the slots and re-drill them as long as the holes are in the slot locations. So technically the nails are in the slots, they're just positioned within the slots at an angle based on re-drilling.

We also have a rule that the tip of the nail must be visible in the slot. So we accomplish this by drilling out a bit of the filler material from the slot after the the nails are installed.

I can't interpret your Pack rules to say whether this would be allowed or not, but if the rule is simply that the nails must be in the slots, my personal belief is that filled/redrilled holes within the slots would be ok. Of course check with your Pack first.

People fill the slots all the time, usually after the nails are installed to secure them in position. This is basically the same thing, just in reverse order, filling first, then installing nails.
